Los Angeles Mayor Antonio Villaraigosa is pushing to switch from cheap dirty coal to a focus on renewable energy. Villaraigosa put forth a goal of 40 percent renewable energy by the year 2020. There is no doubt that Solar energy will be a big part of this plan. There is also no doubt that this will lead to continued rate increases, which some have stipulated might even be higher that the historical 7% a year.
